The proposed research aims to investigate change in land use and the intensity of land use in highly commercialized areas of KMC and assess the relevancy of existing byelaws. This research proposal is prepared by Kathmandu University School of Management (KUSOM) Policy Lab1 in collaboration with City Planning Commission of Kathmandu Metropolitan City following the EPIC model.2 A city-university pair representing KMC and KUSOM participated in the May 2021 virtual EPIC Asia-Pacific workshop.
Objectives
The objectives of the proposed research are three-fold as follows:
1. Investigate change in land use and intensity in the commercialized areas of KMC and understand underlying causes including particularly market dynamics.
2. Assess effectiveness of existing planning byelaws in mitigating land use externalities as intended.
3. Propose necessary revisions in the land use zoning map and planning byelaws in the context of changed market conditions.
