In this report, we review successful Zero Waste initiatives and describe the process of developing a local system with the goal of reducing landfilled waste disposal. Furthermore, we characterize the current waste system in the City of La Mesa and make recommendations to incorporate transparency about organic composting into the already existing model. Recommendations include a restaurant initiative program, a community outreach program, a composting bill, and an environmental sustainability commission as potential strategic approaches to be incorporated into the City’s Zero Waste Initiative. Each recommendation highlights program transparency, structural framework, human relations, partnership, cultural shift, and symbolism. Further research and implementation of these recommendations may benefit the City of La Mesa and the well-being of its residents.
